Palace working for release of 30 Sino poachers, says Pamalakaya
Group suggests trial be held in Manila

The activist fisherfolk alliance Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (Pamalakaya) on Saturday said the country’s top diplomatic officials headed by President Gloria Macapagal-Arroyo are working “ double time” to release the 30 Chinese fishermen caught by local authorities poaching in Tubbataha Marine Park last week.

Earlier, the group called the Senate and House committees on Environment to conduct a joint or separate investigation over what they called the “Great Sino Raid of Tubbataha Marine Reef Park” and the alleged interference of Malacañang and DFA officials for the release of Chinese poachers.

The arrest made last Dec.21 yielded over 1,200 load of endangered fishes and poaching gear, according to reports filed by environmental group World Wide Fund for Nature in the Philippines.

Pamalakaya also suggested the trial of 30 Chinese fishermen and owners of the fishing vessel Ho Wan be transferred from Palawan to Manila to deny Malacañang and officials of the foreign affairs department the opportunity to arm twist the local court in Palawan and let the charged Sino poachers used Palawan as backdoor for escape.

“That’s the diplomatic policy of President Arroyo. Remember last June 2006, 17 Chinese poachers were freed by Malacañang to avoid any diplomatic row with Republic of China? The Chief Executive will apply the same policy here,” Pamalakaya national chair Fernando Hicap said in a press statement.

“President Arroyo has this track record of releasing Chinese poachers over the last six years. The cases were filed in Palawan, but the Palace always intercedes for the release of arrested illegal Chinese fishers even if criminal charges were already filed in the local court,” Hicap said.

Hicap said last June this year, President Arroyo pardoned the 17 Sino fishers caught by local authorities fishing in Palawan waters. The militant leader said that was the time the Philippine government finalized the US$ 654 million North Rail Project with China.

Hicap also said between year 2002 and 2003, the Macapagal-Arroyo government had released over 100 Chinese fishermen arrested by Philippine authorities for illegal fishing, either through presidential pardon or fines as prescribed under Philippine fisheries law.

“Malacañang’s current diplomatic policy with China is not to antagonize this so-called emerging giant in the region. This policy remains in full force and highly evident judging from the extreme attitude displayed by some of her top foreign affairs officials who covertly and overtly interceded for the release of Chinese poachers,” the militant leader noted.

Pamalakaya said Malacañang will soon act on the note verbale sent by Chinese Embassy officials in Manila to the Department of Foreign Affairs protesting the arrest of Sino poachers arrested by local authorities last Dec.21 fishing in Tubbataha Marine Reef Park.

“Malacañang is just waiting for the proper time and opportune moment to let go the 30 Sino poachers currently in custody of Palawan provincial officials. We are afraid the case against the Chinese invaders of Tubbataha reef will soon be dropped by the government to avoid any diplomatic row with China,” the group said. #

Pamalakaya wants heads of Puno, Romulo and Gonzalez

 over Smith release

 

The activist fisherfolk alliance Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (Pamalakaya) on Sunday asked Interior and Local Government Secretary Ronaldo Puno, foreign affairs secretary Alberto Romulo and Justice Secretary Raul Gonzales to resign following the release of convicted rapist US Marine Lance Corporal Daniel Smith Friday last week.

 

“The three Arroyo stooges- Puno, Romulo and Gonzales should better run a syndicate rather than work in public office as secretary of interior and local government. What they did last Friday was a wholesale murder of national sovereignty and justice on a ruling political mafia is capable of doing,” charged Pamalakaya information officer Gerry Albert Corpuz said in a press statement.

 

Corpuz said the three secretaries and President Arroyo violated a number of things that include gross violation of the 1987 Constitution, the country’s criminal laws and the Revised Penal Code provisions pertaining to rape cases and convicted rapists and criminals across the country.

 

“What if one day, their daughters or their grand daughters were raped by visiting US soldiers? What they would do? Free the sexual rapists for the sake of unjust and one-sided diplomatic relations with imperial America? Just like Gloria, the three officials are absolute US puppets to the highest level,” Corpuz said.

 

Accounts that led to the transfer of Smith to US Embassy in Manila revealed that on December 29, at around 11 pm, four US officials, accompanied by two officers from the Department of Interior and Local Government (DILG) came to Makati City Jail to pick up Smith, according to Supt. Belvic Oreiro.

 

Officials of the Bureau of Jail Management and Penology (BJMP) told reporters, they had no idea Smith would be leaving until the US officials and officers of the DILG came and fetch the US marine convicted of rape on the basis of an agreement signed by Philippine and US officials transferring Smith to the American embassy in Roxas Boulevard.

 

Corpuz assailed the “the walk-in-the park escape” which he said was engineered by Malacañang, the Department of Foreign Affairs and the Department of Justice in connivance with the US Embassy in Manila and the Interior and Local Government.  

 

“The next move of the United States government is transfer Smith to its military base in Okinawa, Japan. That is the logical conclusion of this sexual terrorism drama jointly agreed by the imperialist master and its willing slave in the person of President Arroyo,” the militant leader added.

 

“President Arroyo, in the name of first rate puppetry to US will move heaven and earth to please the US master at the expense of every Filipino’s national sovereignty and dignity. She is the no.1 conspirator in the rape of Nicole and the entire Filipino people,” the leftist leader added.

 

Yesterday, the militant women’s group Gabriela, Bagong Alyansang Makabayan (Bayan), Anakbayan, Kilusang Magbubukid ng Pilipinas (KMP) and Pamalakaya led some 50 activists in a protest rally at Plaza Ferguson in Manila. But the protesters were dispersed by 30 cops assigned by the Manila Police District (MPD) to guard the US Embassy in Manila. #

Leftist group says Mike D will become a poor loser in May 07 polls

The activist fisherfolk alliance Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (Pamalakaya) on Saturday has it first fearless forecast on the outcome of the May 2007 elections when it said that administration senatorial bet, Michael Defensor will be one of the poor losers in next year’s electoral derby.

“This second rate, trying hard political puppet of President Arroyo will suffer much at the electoral box-office. This is a fearless forecast based on political facts and figures and running sentiment of the people against the ruling mafia in Malacañang,” Pamalakaya information officer Gerry Albert Corpuz said in a press statement.

Corpuz, one of the initiators of Dekada 80, a group of 80s activists said the batch of activists in this period where Secretary Defensor belongs will not endorse his senatorial bid in the May 2007 elections.

Defensor, a one time an activist in the late 80s and early 90s, was the national president of the National Union of Students of the Philippines (NUSP), a national alliance of student councils across the country.

Dekada 80 and NUSP had previously denounced and disowned Defensor over his controversial positions on a number of equally controversial issues like Presidential Proclamation 1017 and the subsequent arrest of six militant party lists from Bayan Muna, Anakpawis and Gabriela and the spate of political killings across the cross the country.

“Rejection becomes him. His association with the illegitimate and criminal regime of President Arroyo is a kiss of death. That’s history’s verdict to him,” Corpuz added. Secretary Defensor was the only senatorial candidate that belongs to the administration. He is ranked between 20th to 25th among the present senatorial wannabes according to latest surveys conducted by Social Weather Stations (SWS) and Pulse Asia Inc.

President Arroyo endorsed the candidacy of Defensor, chief of the Presidential Management Staff and former secretary of the Department of Environment and Natural Resources (DENR). The Chief Executive announced the senatorial bid of Defensor during a dinner with Northern Luzon governors and mayors at the Mansion House in Baguio City Wednesday last week.

“Mike is running for senator and please help him,” Defensor quoted the President during her dinner meeting with local officials led by Ilocos Sur Gov. Luis “Chavit” Singson.

Pamalakaya has a pending graft case against him before the Office of the Ombudsman for allowing the resumption of Lafayette Philippines Incorporated in Rapu-Rapu, Albay and the oil and gas exploration activities in Tañon Strait, a protected seascape separating the island provinces of Cebu and Negros.

As former DENR Secretary, at the height of Quezon landslides in 2005 as triggered by massive illegal logging, Defensor had accused members of Pamalakaya in Aurora and Quezon of aiding big time illegal loggers in 2005, by towing illegally cut logs through the Umiray River using Pamalakaya members’ non-motorized bancas, which the group vehemently denied.

“Defensor is the female version of President Arroyo. He’s as bad as his principal and he does not deserve the mandate of people wanting genuine change and reforms,” Pamalakaya said. #

Pamalakaya: Garci-Zuce face off in Bukidnon, a Palace proxy war

The activist fisherfolk alliance Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (Pamalakaya) on Sunday said the looming face-off between “jueteng” whistle blower Michaelangelo Zuce and Hello Garci star former Comelec commissioner Virgilio Garcillano for the congressional seat in the first district of Bukidnon was a proxy war initiated by Malacañang.

“It is a proxy war written and directed by President Gloria Macapagal-Arroyo. This so-called clash of underworld characters is part of Palace overall strategy to trivialize, undermine and assault the electoral process in the May 2007 elections,” Pamalakaya national chair Fernando Hicap said in a press statement.

Hicap added: “The battle between the two forces of evil was orchestrated by Malacañang to generate talk of the town buzz either to confuse the public or draw the attention of the Filipino people away from President Arroyo and toward the feuding Garcillano and his nephew Zuce. In short this is all for show.”

The militant leader said at the end, Malacañang will eventually pick Garcillano over Zuce as its official candidate in Bukidnon’s first district, adding that Malacañang will not antagonize the former Comelec commissioner to prevent him from spilling the beans if dropped by the ruling party like hot potato.

“This political telenovela will end with Garci prevailing over Zuce. But the big question mark is will Garci make it at the political box-office? If they move heaven and earth for Garcillano, the people’s verdict will prevail,” Hicap said.

According to some political quarters, Zuce’s entry in Bukidnon politics altered the political landscape in the first district of Bukidnon. Prior to Zuce’s announcement of his plan to as congressman, only Garcillano and the mother of Bukidnon Rep. Nereus Acosta were seen as serious candidates.

Zuce, a self-confessed elections operator returned to Arroyo’s fold after testifying before the Senate corroborating allegations of conspiracy between President Arroyo and his uncle ex-Comelec commissioner Garcillano to rig the results of the May 2004 elections.

“Our electorates in Bukidnon are not that stupid to vote either for Garcillano or Zuce. They would look for someone who is decent, fair, patriotic and definitely anti-Gloria candidate to be their representative in the House of Representatives,” Pamalakaya’s Hicap stressed.

Top church leaders urged to declare Holy War against Con-Ass

Leftwing militants belonging to the fisherfolk alliance Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (Pamalakaya) on Wednesday urged top leaders of the Catholic Bishops Conference of the Philippines (CBCP) and other religious groups to declare an inter-faith Holy War against the Charter Change through Constituent Assembly orchestrated by the President’s allies in the House of Representatives.

“ We are asking for the divine intervention of the Roman Catholic bishops against the evil project of the ruling political mafia housed in Malacañang and in the House of Speaker de Venecia,” said Pamalakaya national chairperson Fernando Hicap in a press statement.

Hicap added: “This is a fight between good and evil and it is the role of the Church to come forward and tell the GMA-JdV to stop their Satanic plan to cannibalize and massacre the rights and welfare of the people through Chacha con-ass.”

The militant leader welcomed El Shaddai leader Bro. Mike Velarde’s statement opposing Con-ass without the Senate onboard promising to mobilize his group’s 4 million members if the Lower House does the Con-Ass alone without the concurrence of the Upper House.

“ It was a good start. Perhaps Bor. Mike can even make it more promising and bolder by telling Mrs. Arroyo’s allies in Congress to stop dancing Chacha and seek fresh mandate in the May 2007 national elections,” Hicap said.

Bro. Mike clarified that he is not against Chacha, and all he wants is to carry out the process of constituent assembly the proper way with the participation of the Senate and not by the House doing it alone.

Pamalakaya’s Hicap was optimistic that different church groups led by CBCP, El Shaddai, Iglesia ni Cristo, the Muslim groups and protestant churches under the National Council of Churches in the Philippines (NCCP) will unite for a common goal to frustrate the desperate machinations of Malacañang and GMA allies in the House of Representatives to push Chacha through Con-Ass.

“ That’s their calling, which is to fight evil. The Con-Ass for Chacha project by President Gloria Macapagal-Arroyo and her bunch of political stooges in the House of Representatives is the handiwork of evil people with self-serving interests, and therefore must be exposed and opposed to the highest order” the militant leader said.

Yesterday, pro-Chacha congressmen held a marathon session till Wednesday morning that lasted for eleven hours till. The Lower House is expected to debate on proposed resolution 1450 convening both chambers of Congress into a constituent assembly to pave way for revision of the 1987 Constitution.

Pamalakaya and other anti-chacha groups affiliated with Bagong Alyansang Makabayan (Bayan) and party list groups Bayan Muna, Anakpawis, Gabriela, Suara Bangsa Moro and Kabataan Party will stage a three-day protest this week to condemn the latest political maneuvering of pro-Chacha congressmen in the House of Representatives.

Pamalakaya’s Hicap said they would get a master list of rabid pro-Chacha lawmakers in the Congress and they would launch a hate campaign against them. The group said aside from Speaker de Venecia, the ring leaders of the Con-Ass group include Rep. Constantino Jaraula, Camarines Sur Rep. Luis Villafuerte, Representatives Prospero Pichay Jr., Simeon Datumanong and Albay Rep. Edcel Lagman. #

Pamalakaya scores " peanut compensation" for Guimaras fishers

Horrible, very insulting and grossly detestable.

This was the reaction of the leftwing fisherfolk alliance Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (Pamalakaya) upon learning that fisherfolk in Guimaras displaced by the August oil spill would only get anywhere between P 3,500 to P 23,000 each as compensation from the international insurer of Petron Corp.

"This peanut compensation package is non-acceptable, totally insulting and highly condemnable. Petron's offer and its international oil spill insurance partner were treating Guimaras fishers like a collective group of beggars asking for spare coins. This is very, very inhuman," Pamalakaya information officer Gerry Albert Corpuz said in a press statement.

The London-based International Pollution Compensation Fund (IOPC) has come out with a list classifying some 13,000 fisherfolk claimants from Guimaras and assured local government units that would release the checks before the year ends.

"The Petron-IOPC offer will not make any meaningful impact on the lives of Guimaras fishers. Worst, this dime-a-dozen offer will only exacerbate the situation and frustrate the people's quest for truth, justice and accountability on the Petron-initiated environmental tragedy in the island," Corpuz added.

The group's information chief said despite the release of checks to 13,000 small fishers in Guimaras, the victims should pursue their class suit and other criminal cases against Petron and the owners of tanker Solar 1 that sank in rough waters of Guimaras on August 11 and spilled 2.19 million liters of bunker fuel.

" The class suits cases filed against Petron and company should continue. This cheap compensation stint orchestrated by the oil company and IOPC must further embolden the victims to fight for justice and just compensation benefits from Petron and the national government," Corpuz asserted.

But Pamalakaya has other proposal. Aside from paying the actual cost of damage fishing gears, each fisherfolk in Guimaras should receive a monthly allowance of not less than P 5,000 per month beginning August, 2006.

Pamalakaya's Corpuz said each fisherfolk should receive P 25,000 lump sum covering the months of August, September, October, November and December in addition to the costs of their fishing gears destroyed by the oil spill.

Pamalakaya said Petron should set aside P 10-B for the speedy clean up and rehabilitation of Guimaras, and allocate another P 5 billion for the economic and social welfare needs of the people for 2007. #

Pamalakaya endorses daily exorcism of CICC

The leftwing fisherfolk alliance Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipnas (Pamalakaya) on Saturday urged Cebuanos to conduct daily exorcism of the controversial Cebu International Convention Center (CICC), the venue of the 12th Association of Southeast Asian Nations (ASEAN) Summit scheduled on Dec.11-13.

"The taxpaying Cebuanos are hereby called to conduct exorcise daily the CICC to show their disgust and outrage over the P 450 million CICC, which is the mother of all white elephant projects in the new millennium," said Pamalakaya information officer Gerry Albert Corpuz in a press statement.

" The CICC is the grandmother of all corruption and betrayal in Cebu. It was built for gods and not for the struggling people of ASEAN," Corpuz added.

The first taker to Pamalakaya's challenge was Panaghugpong ng Gagmay'ng Mananagat sa Sugbo (Pamana-Sugbo), the group's affiliate in Cebu province, which would do exorcism activities at the CICC next week.

Pamalakaya's Corpuz lamented that aside from the P 450 million, the provncial government of Cebu requested an additional P 65 million for finishing touches of CICC, while the city governments of Mandaue and Cebu City also asked for
P 30 million and P 20 million respectively for the beautification of their respective areas in line with the 12th ASEAN Summit of Leaders.

An additional P 50 million was set aside for the repair and beautification roads surrounding SM City in Cebu City.

"The CICC should be billed as the Devil's Palace in the South. The people of Cebu won't get anything from this except economic tragedies and less social services and benefits. The CICC is structure built to appease the controlling interests, the US puppets and tyrants of ASEAN in the service of the imperial America," Corpuz added.

According to primer on ASEAN written exclusively for the occasion by Bagong Alyansang Makabayan, the construction of CICC and the hosting of 12th ASEAN Summit of Leaders paved way for the demolition of 560 families in Barangay Mantoyong in Mandaue, while over 100 urban poor families were evicted near the Cebu International Port.

The Bayan primer said over 400 houses under the Marcelo Fernan Bridge were painted green to cover up the poverty and amuse foreign dignitaries attending the ASEAN summit in Cebu.

Pamalakaya said the holding of the ASEAN Summit also led to the conversion of island of Cebu into a modern day concentration camp of Nazi leader Adolf Hitler. The government will deploy over 15,000 security forces to prevent anti-ASEAN and anti-US activists from staging rallies across Cebu during the summit.

"The CICC is the handiwork of evil people and narrow interest groups. It epitomizes the economic enslavement and political repression of the Filipino people. It should be exorcised every minute, every hour 24/7," the group added.

Solons asked to donate December salaries, portions of pork barrel to Bicol victims

The leftwing fisherfolk alliance Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (Pamalakaya) on Saturday urged senators and congressmen to donate their December salaries and substantive portions of their pork barrel to thousands of victims of typhoon Reming that devastated Albay and other provinces of the Bicol Region.

" We appeal to our lawmakers to cross party lines and extend help in rebuilding shattered lives and broken simple dreams in Bicol Region. As for allies of President Arroyo, it is time to abandon their Chacha-Con-Ass project and instead rally all forces for the rehabilitation of the region," said Pamalakaya information officer Gerry Albert Corpuz in a press statement.

But Corpuz said politicians, particularly allies of President Arroyo in the House of Representatives should refrain from using the situation for politicking and to beef up chances either for Chacha or in the May 2007 elections.

On top of the request, Pamalakaya's Corpuz urged Malacañang to release the P 6.2 B Priority Development Assistance Fund (PDAF) of President Arroyo for relief and rehabilitation efforts of areas ravaged by typhoon Reming.

Yesterday, the President ordered the Department of Budget and Management to set aside P 1 B of her unused pork funds to bankroll relief and rehabilitation efforts of areas devastated by Reming.

But Corpuz said the P 1 B allocations set aside by President Arroyo was too small to accomplish needed material and logistical requirements for the relief and long-term rehabilitation of Bicol region.

"The president can order the release of the entire unused pork amounting to
P 6.2 B. It would be better if Malacañang gave it all rather than keep the remaining inside the presidential vault for corruption and other sinister agenda," he said.

Pamalakaya also asked Malacañang to immediately order the suspension of military operations (SOMO) in areas ravaged by Reming to allow the smoot entry of relief and rehab activities.

" President Arroyo should also order her mercenaries to engage in honest-to-goodness relief and rehab operations, rather used the occasion and the extreme situation for counter-insurgency activities," the group said.

Pamalakaya said there were many occasions in the past that the military used national calamities and environmental tragedies as pretext for their intense military operations against communist rebels.

" We hope the military will not use government-led relief and rehab operations as cover up for intense counter-insurgency operations. They better direct their forces and logistics to relief and rehab efforts instead of pursuing unjust war in times of national calamities or disasters," the group added. #
